The intellectual concept of a Homeowner’s Association in America can be traced back as far as the turn of the last century, beginning in the northeast.  Originally, Homeowner’s Associations were designed to create a “utopian” society through covenants that restricted such things as race and even unmarried women.  When the first housing boom occurred in the 1940’s, after our G.I.’s came home from World War II, the Homeowner Associations became even more restrictive and included other aspects such as outdoor clothes lines and the mowing of grass.  It wasn’t until the 1960’s that the H.O.A. started to enforce their own restrictions through the local courts on a regular basis.  Some of these actions were absurd and overly published.  Due to this, the opinion of H.O.A.’s began to decline.  So much, that many builders and developers reluctantly incorporated or created H.O.A.’s for their new developments.  Instead of being formed for the purpose of fostering community involvement and appreciation, most have been created as an abstract entity that would be responsible for the upkeep and maintenance of certain governmentally forced common aspects of a development – examples being detention basins and landscaping screens along major roads.
According to the Community Associations Institute:

An estimated 50 million Americans live in association-governed communities. Some 1.25 million people serve on community association boards, with another 300,000-plus serving as committee members. About 6,000 to 8,000 new community associations are formed every year. This includes condominiums, cooperatives and planned communities.

The estimated real estate value of the homes in all community associations is about $2 trillion, approximately 15 percent of the value of all U.S. residential real estate.

In today’s society, and most certainly during these troubling economic times, the traditional Homeowners Association can be so much more and provide such an amazing benefit to the residents of the neighborhood and community as a whole.

 

We believe that properly organized and managed Home Owner Associations are an integral part of a healthy and vibrant neighborhood that promotes and encourages community pride, as well as enhancing the property values and quality of life for all residents.

When people are looking at purchasing a home within a specific area, most will drive the area to get a “feel” of the various neighborhoods in the immediate vicinity.  One thing that a person will pay attention to when looking at the area is what the residents are doing.  If residents are out walking, playing, and interacting socially, it usually says “safe, warm, and enjoyable” to a potential buyer.    When talking to a real estate agent about an association – the usual questions are “Does this neighborhood have one?” and “What are the dues?”.  Real estate agents usually have the answer for both and nothing more.  They generally avoid discussing Homeowners Associations because there is

nothing to brag about.  If the entrance to the neighborhood is clean and manicured, then the basic assumption is made that the association is doing what it is supposed to do.  But, there is so much more that can be done to foster a more inviting environment and to give real estate agents more to “brag” about a particular neighborhood.

After years of witnessing H.O.A.s transition from developer or builder to the residents, as well as watching the associations function on their own for longer durations of time, we began to see a pattern within these associations that would never protect the neighborhood in the manner intended.  Most association meetings were largely complaint sessions that were fueled by the one resident that insisted on painting his shutters pink or allow their grass to grow too tall. Somewhere in the mix of potential lawsuits and budget reports was the occasional neighborhood picnic or yard sale.

At that point, we felt that the traditional neighborhood association was going to need an overhaul.  We began brainstorming and writing programs that would be adopted by associations.  These programs were written to foster a more community motivated atmosphere and create a safer and more desirable place to live.  Since the owners of Renaissance Development Company were the ones to design these programs, we decided to name this program the “Renaissance” program for neighborhoods.  After all, the definition of the word “renaissance” is resurgence or a renewal of life, vigor, and interest.  That is exactly what your neighborhood should be.  You choose to invest there.  Why not live there.
